I would recommend doing both proposals 2 and 3 to the Issaquah City Council. While being the most economic-friendly (seismic dampers and shear walls would cost a lot of money, and the city might not want to spend that much money), having regular inspections to fix problems and emergency kits would save a lot of lives without making a major change to all buildings. It would be extravagant to install shear walls and seismic dampers in every single building - there will not be enough time or money to do so. Even if we consider that seismic dampers come in small sizes and can be simply placed in buildings, shear walls cannot - they can only apply to the newer homes and can still take a lot of time and money to build.

- Have annual building/house inspections for all buildings and houses to check for any objects or flaws that may contribute to the risk of humans in an earthquake
- Fix those flaws and problems after an annual inspection
- Have each home have at least one earthquake emergency kit in a bright bag which can be easily grabbed in case of an emergency
With these measures taken place, Issaquah would have to worry at least a bit less about the damage an earthquake can do to us.
